[Supervisor-users] fcgi program section prevents supervisord from restarting

Hi Marco,

My original patch is functional and tested just not as ideal as I want.  I
got most of way toward a final patch before getting swamped with a hard
deadline at work.  I'll probably be able to get it finished early next week.
